Dear HKPS Members,

The Security Bureau of the HKSAR Government is conducting a public consultation on "Improving the Laws on Sexual Offences in Hong Kong". The Public Consultation Paper is published through the Security Bureau website: https://www.sb.gov.hk/eng/pub/consultation/loso.html.

Members of the public are invited to submit their views on or before 5 August 2026. The public may give feedback through the Yes or No checkboxes to 10 preset questions in Appendix D of the Public Consultation Paper or submit any other comments.

The proposed law reform has been discussed in Hong Kong for over 20 years to mend the legal loopholes in protecting citizens from sexual abuse. The law reform will criminalize more sexual behaviours. This public consultation is about the proposed guiding principles and recommendations for law reform, not voting for or against any new law.

The Council of HKPS wishes to remind members, who have serious interest in the matter, to study the Public Consultation Paper and submit their personal feedback, if any, directly to the Security Bureau on or before 5 August. Submissions may be anonymous. Individuals may choose to submit their comments through concern groups or NGOs in Hong Kong.

The Council of HKPS also intends to prepare a submission. The Council will appoint a task group to draft its submission. HKPS Members who wish to participate in the drafting of HKPS Council’s submission are welcome to join a gathering on Thursday 30 July 2026 (7-9pm) in HKPS office. Pre-registration is not required. Members who wish to participate in this exercise should first study the Public Consultation Paper from psychological perspectives. Members who wish to contribute their views to the Council's submission but cannot attend the gathering may email their comments to [email protected] by 5pm on 30 July for the task group’s consideration.
